Jamaica’s Tourism Minister Ed Bartlett is calling on regional tourism leaders to meet to discuss the impact of the La Soufriere volcanic explosion in St. Vincent and the Grenadines on the Caribbean tourism sector.

“A disruption of this magnitude calls for an urgent discussion with regional tourism leaders to examine the implications for Caribbean tourism given the negative impact this is having on lives, livelihoods and ultimately tourism,” said Bartlett.

Thousands of residents have been evacuated since last week Friday when the volcano began erupting. Emergency officials have described the landscape as a “battle zone” and said more damage and destruction are likely.

“In my capacity as Chair of the high-level Organisation of American States Working Group, I have been in touch with the United Nations World Tourism Organization and the World Travel and Tourism Council regarding short to medium-term mitigation. We are also in the process of mobilizing support for SVG through our international network tourism resilience partners,” Bartlett said.

Support has been pouring in for St. Vincent and the Grenadines as families continue to manage the post volcanic effects. Homes across the island, which has a population of around 110,000, have been covered in white-coloured volcanic dust and rock fragments. The ash has also affected life in neighbouring islands, most notably Barbados, St. Lucia and Grenada.

The study, commissioned by Amadeus and delivered by Censuswide, provides encouraging news for the industry, with 41% of travellers keen to book international travel within six weeks of restrictions lifting The study demonstrates the importance of understanding traveller concerns around privacy, ease of use and security

As governments and the travel industry explore the benefits of digital health passports, the message from travellers is clear: digital health passports can be a vital tool in opening up travel. The study found that just over 9 in 10 (91%) travellers surveyed said they would be comfortable using a digital health passport for future trips.

This encouraging research provides an incentive to accelerate plans for digital health passports that will help to address traveller concerns. The study provided further good news for the industry as just over 2 in 5 travellers (41%) said they would book international travel within six weeks of restrictions lifting, demonstrating that the appetite to travel remains high.

The survey of 9,055 travellers in France, Spain, Germany, India, UAE, Russia, Singapore, UK and US also contained a note of caution for the industry with over 9 in 10 (93%) travelers having some concerns around how their health data for travel would be stored.

When asked about the receptiveness to storing and sharing digital health data, survey results show:

· Just under three quarters (74%) of travellers’ surveyed would be willing to store their travel health data electronically if it enabled them to pass through the airport faster with fewer face-to-face interactions

· Over 7 in 10 (72%) travellers’ surveyed would be willing to store their travel health data electronically if it enabled them to travel to more destinations

· 68% of travellers’ agreed they would be more likely to share their health data if the airlines they most frequently travel with offered a way to store their travel health data.

Although receptiveness to sharing data is high, the travel industry needs to consider traveler concerns around the use of data. The three main concerns travellers’ have are:

·          Security risks with personal information being hacked (38%)

·          Privacy concerns around what health information needs to be shared (35%)

·          Lack of transparency and control over where the data is shared (30%).

  

The survey also explored what solutions might alleviate concerns around digital health data and travel in the future and results showed:

·          42% of travellers said a travel app that could be used across the whole journey would greatly improve their overall travel experience and reassure them their information is all in one place

·          41% of travellers agree a travel app would reduce their stress around travel

·          62% of travellers would be more likely to use an app to store their health data if a travel company partnered with a trusted healthcare company.

The research is the second in a series of traveller surveys, where Amadeus takes a regular checkpoint on traveller sentiment and concerns to help the industry rebuild travel in the most effective way. The 2020 Rethink Travel survey revealed how technology can help to increase traveller confidence and Amadeus revisited this question to see how traveller confidence has changed since September 2020. 91% of travellers now say that technology will increase their confidence to travel, an increase from 84% in September 2020.

When asked which technology would increase confidence to travel in the next 12 months, mobile solutions were highlighted as a popular option, with the top three technologies including:

·       Mobile applications that provide on-trip notifications and alerts (45%)

·       Contactless mobile payments (e.g., Apple or Google Pay, Paypal, Venmo) (44%)

·       Mobile boarding (e.g., having your boarding pass on your mobile phone) (43%)

To gather more insights into how the travel industry can rebuild, Amadeus, a global leader in travel technology, commissioned research to learn more about travellers’ top concerns around digital health data, their comfort levels with sharing and storing their data, and the solutions that may help to alleviate their concerns for future travel.

Britain will set out plans to restart international travel, using a "traffic-light" system as the country cautiously emerges from lockdown.

The announcement comes as the UK has set a tentative date of May 17 to relaunch international travel. Travel destinations will be ranked green, amber or red according to virus risk, Downing Street said in a statement late Saturday, with the government to provide more details on Monday.

International travel is currently banned except for a handful of permitted reasons. This has created massive pent-up demand for summer holidays abroad. The government said the new system "will help ensure the UK's vaccine progress isn't jeopardised and provide clear guidance for travellers".

People heading to low-risk "green" countries will simply take a virus test before and after they travel, the government said. But those going to amber or red countries will have to self-isolate or quarantine afterwards. Currently people arriving in the UK from abroad are required to self-isolate for 10 days.

British nationals who arrive from a banned "red list" of high-risk countries face costly quarantine in government-approved hotels. The government urged people not to book summer holidays, saying it was "too early to predict" which would be the green-lighted countries.

The government has announced it will allow a number of people to attend public events, such as football matches from this month in trials of a virus certification system. But it has not made clear whether it will issue "virus passports" for international travel, an idea backed by many tourism-dependent countries and airlines but opposed by more than 70 UK MPs.

Qatar Airways continues to lead the recovery of international travel, operating the world’s first fully COVID-19 vaccinated flight today. QR6421 will depart Hamad International Airport at 11:00 AM carrying only vaccinated crew and passengers onboard, with passengers also to be served by fully vaccinated staff at check-in. The Cruise Lines International Association (CLIA) is asking travel advisors to raise their voices and tell Congress to urge the White House to lift the Conditional Sailing Order (CSO), which has been delaying the industry’s restart since it was issued last October, Travel Market Report informs.

“More than a year has passed since U.S. cruise operations were suspended and preparing a cruise ship to sail again with the appropriate enhanced measures in place will take about 90 days, which means that cruise lines must start planning NOW if they are going to resume U.S. operations by July,” CLIA said.

CLIA is not the only association in the battle to get cruising restarted. U.S. Travel Association president Roger Dow has also joined the call to lift the CSO. “We join the calls to identify the way toward lifting the Conditional Sail Order and allowing the phased resumption of cruise operations as quickly as possible,” he said.

U.S. Travel, like CLIA, said that the cruise industry has been effectively singled out without reason. So far, the CDC has refused to budge on its Conditional Sail Order (CSO).

Following successful in-market events in Dallas and Houston, Texas, over the past week, the U.S. Virgin Islands Department of Tourism is poised to elevate its post-pandemic marketing activities in these areas and across the country.

Addressing travel advisors, meeting planners, members of the media and other hospitality and tourism professionals, Commissioner of Tourism Joseph Boschulte shared the encouraging news of increased year-over-year airlift to the Territory from Texas as well as other key cities in the nation. In addition, data shows that although the Territory has been affected by the pandemic-related decline in leisure travel, the impact was significantly less than what its Caribbean neighbours experienced, comparing 2020 to 2019.
“The increase of airlift into the USVI from our airline partners signals a strong summer tourism season for the Territory, and we anticipate strengthening our presence in Texas as well as other key markets in the mainland United States,” said Commissioner Boschulte, noting that as the number of vaccinated travellers increases, the travel industry can expect to see continued recovery.

Recognizing that the tourism industry contributes an estimated 60 percent to the USVI’s Gross Domestic Product (GDP), Commissioner Boschulte expressed the Department’s gratitude to and praise for the Territory’s locally based partners and stakeholders for their support during the exceptionally difficult past year.

“Our hoteliers, restaurateurs, tour operators, transportation providers, tour guides, retailers and the many allied partners who make our industry thrive have demonstrated remarkable resilience and innovation, and that has allowed us to be in a position to welcome thousands of visitors back to the U.S. Virgin Islands in the last six months,” said the Commissioner.

Building on the foundation of recent marketing initiatives with strategic media partners Condé Nast Traveller, Pandora, Refinery29 and other key outlets, the Department of Tourism will enhance its sales activity in the months ahead, educating travel advisors, meeting planners, tour operators and wholesalers on the Territory’s COVID-19 travel protocols, new developments related to hotel renovations and re-openings, and supporting them as they advise their clients to “Reconnect with Paradise” and to experience “St. Croix: a vibe like no other”.

“Complementing our marketing and public relations work during the past year, much of our sales activity has been conducted virtually, out of necessity, making it even more gratifying that we have been able to keep the USVI ‘top-of-mind’ among travellers,” Commissioner Boschulte said, pointing to the relative ease of traveling to the USVI, combined with the USVI Travel Screening Portal tool, as key factors contributing to an unprecedented quantity of airlift and strong visitor arrivals and expenditures since the start of the winter season.

In addition to meetings with industry professionals, Department of Tourism representatives gathered with members of the Houston Virgin Islands Association (HVIA) to share positive news and developments in both the Territory and the Diaspora.

Meeting just in advance of Transfer Day 2021, the Department congratulated HVIA President Carol Cuffy and her leadership team for the outstanding work the association does in serving its membership and communities as well as promoting the U.S. Virgin Islands as a travel destination. Houston Mayor Sylvester Turner declared March 31, 2021, Houston Virgin Islands Association Day in Houston.

“Texas has been and will continue to be an extremely important market for travel to the USVI, and the Department is pleased with the outcome of our engagement with travel industry stakeholders and our fellow Virgin Islanders during this activation,” reported the Commissioner, who commended the HVIA for its proactive efforts to promote and strengthen the USVI brand.

Marriott Vacations Worldwide have announced that it has completed the previously announced acquisition of Welk Resorts, one of the largest independent timeshare companies in North America, for $485 million, including approximately 1.4 million MVW common shares of stock.

"With its eight upper upscale ownership resorts located primarily on the West Coast, 55,000 Owners and three years of built inventory, Welk Resorts is a great addition to MVW," said Stephen P. Weisz, chief executive officer.

A British healthcare company which operates across the UK providing private COVID-19 testing for airline passengers, private individuals and businesses, has called upon the UK Government to “stop sitting on the fence" over the continued lockdown on air travel restrictions.

Covid testing provider Salutaris People - which operates a private COVID-19 testing clinic at Liverpool John Lennon Airport along with its partners Test Assurance Group (TAG) and the airport - are calling on the UK Government to open up both Domestic and International air travel. They firmly believe that the combination of testing, vaccinations and other safety measures can get the airline and travel industry moving again. They want the Government to give a clear and definitive set of dates to allow the safe resumption of air travel during its much-anticipated announcement on April 12.

Ross Tomkins MD of Salutaris People urged the Prime Minister Boris Johnson and Secretary of State for Transport Grant Shapps to put down a series of ‘firm’ and ‘actual’ dates when Domestic, European and International air travel can be fully resumed, which will give certainty and restore confidence to both the airline and travel industries.

The CEO and founder of several successful medical and healthcare businesses, Tomkins believes that a combined program of regular COVID-19 testing alongside the vaccination program, the wearing of masks and regular hand sanitisation is the key to resuming confidence in air travel. He warned that unless a clear set of dates were laid out during the announcement on the 12th April, that the Government would risk plunging the UK economy into “an even greater economic crisis than we are currently facing.” Tomkins also warned of the ‘ticking time bomb’ of mental and physical health issues that will impact and overwhelm the NHS and private healthcare practices for decades to come. 

The Government simply cannot continue to act in this manner and offer such vagaries over air travel any longer. The Governments indecision and actions surrounding the resumption of air travel have been incompetent at best and reckless at worst. We need a clear and unequivocal set of dates for a staged resumption in air travel. Factored into that plan there needs to be a clear remit of pushing through with COVID-19 testing, the wearing of masks, social distancing and thorough hand sanitisation. I believe the public would gladly comply with these requirements if it meant they could resume air travel, enjoying leisure and holiday breaks again.”

He continued; The simple facts are that UK Plc is now £2 Trillion in debt, the High Street is decimated, businesses are going to the wall, people are losing their jobs. We now have some of the biggest airlines and travel companies in the world on the verge of collapse and who may literally go out of business overnight. Without a clear, robust plan and certainty of precise dates air travel can resume again, the airlines and travel companies cannot continue to survive.

This is not to mention the phenomenal impact COVID has had on the publics mental health and general wellbeing. Across our occupational health practices, we have seen a sharp increase in employees and patients suffering from stress, anxiety and musculoskeletal disorders including those with Long COVID. Such issues are significantly affecting their day to day lives and their ability to function in the workplace.”

His comments come after shares in airlines and travel firms across Europe took a dive last week wiping millions off the value of shares. IAG which owns British Airways saw its shares drop the most at 15%, while Easy Jet dropped 10%, TUI AG 8.9% and Ryan Air 7.4%. Other European airlines also followed suit with share prices downgraded over the uncertainty of the leisure holiday market and wider international travel. 

Consultant Virologist and Infectious Diseases Physician Dr Brendan Payne - who advises Akea Life the clinical services provider to Salutaris People - believes that COVID-19 testing will remain alongside the requirement to wear face masks for at least the next three years in any form of air travel.

"The NHS and Public Health England (PHE) will need to maintain COVID testing capability indefinitely. COVID will not be eliminated by vaccinations and we need to find long-term solutions to live with it. An intensive programme of COVID testing is key as a major defence against new waves and new strains compromising our gains from vaccination. I dont see this changing for at least the next year and probably longer. The most likely scenario for the next few years is a continued arms race’ between new variants of COVID and vaccination. Widespread COVID testing is absolutely crucial and critical in winning that battle.

For travel that is permitted for summer 2021, I would expect that this will continue to rely heavily on pre (and post) travel testing. I dont think vaccination status will feature significantly in the travel rules for most countries this year. Current COVID vaccines are on average perhaps 80% effective and not everyone will agree to have one. There will always be a certain number of COVID infections in the public, despite widespread vaccination. Indeed, in many ways it becomes more important to test widely once COVID numbers become lower because you need to know as quickly as possible if you are starting to lose control of the situation again. This is critical in quickly identifying hot spots of infection cases rising.

By 2022, you would hope that we might be in a position of much more standardised international rules for air travel. This might feature vaccination status, however I still foresee a significant role for testing, perhaps proof of vaccination’ and a negative’ test would be the rule. I think that masks are almost certainly going to be required on any kind of transport for at least the next 3 years, and quite possibly very long-term.”

Salutaris People which has series of COVID-19 clinics across the North West is also a partner in the first rapid PCR test facility at a UK airport. “Certain hotspot’ countries could be restricted for air travel until vaccination programs are up to speed, but this must be combined with regular COVID-19 testing. Business and essential travel could open up first followed by leisure and holiday travel.

“Passengers could be identified as Fit to Fly providing they have been vaccinated and/or taken a PCR test, along with the continuation of wearing masks alongside social distancing and strict hand sanitisation protocols.  At least this way we would start to make some progress and have some certainty for the airline and travel industry.

“Right now so many people are suffering from lockdown fatigue, mental health issues, anxiety and depression. Just the ability to even plan and book a flight or holiday would provide light at the end of the tunnel and lift the spirits of so many people”

Salutaris in conjunction with its healthcare and clinical partners Akea Life, Therapy Direct and Normedica are also offering a unique COVD-19 Concierge Service to clients by bringing private Covid PCR testing to their location. A trained health care professional will come to a private residence, hotel or location and administer PCR tests.

The tests are then couriered back to the mobile laboratory facilities providing express PCR results within 1-3 hours. The company also plans to offer this service across the UK in other key locations and airports.

Following a meeting with American Airlines in Dallas, Texas on Friday, U.S. Virgin Islands Commissioner of Tourism Joseph Boschulte announced that the nation’s largest carrier will expand its service to the Territory to meet increased demand for summertime travel.

Beginning on June 3, 2021, passengers in Dallas or connecting from Western and Midwestern cities will have not one but two daily flights from which to choose when traveling to St. Thomas, while Charlotte, North Carolina-based travelers will benefit from three flights per day, up from twice a day.

The airline will also increase daily flights from Miami International Airport (MIA) to Cyril E. King Airport (STT) on St. Thomas. Up to four daily departures will be available in April and May from the key south Florida airport before the schedule is adjusted to three daily flights in June, July and August.

Daily service to St. Thomas from the New York tri-state area, out of John F. Kennedy International Airport (JFK), which continues to be an exceptionally strong market for the Territory, as well as from Philadelphia to St. Thomas, will meet the travel needs of visitors and members of the large U.S. Virgin Islands diaspora who reside in the Northeast and mid-Atlantic regions of the country.

“The Department of Tourism is extremely pleased by the increase of summer airlift into the Territory,” said U.S. Virgin Islands Commissioner of Tourism Joseph Boschulte, who expressed confidence that demand for experiences in the USVI will continue to grow as mainland-based travelers, including the increasing number of those who have been vaccinated, regain confidence in travel.

American will serve St. Croix’s Henry E. Rohlsen Airport (STX) from Miami with at least two daily flights, and summer travelers from Charlotte will continue to enjoy daily flights to the “Big Island”. Overall, St. Croix has experienced an increase of 19 percent in weekly seats year-over-year from 2020 to 2021.

“We are grateful to our partners at American Airlines for supporting our lifeblood industry by enhancing service to our islands with these additional flights, as they represent critical opportunities to help stimulate the economy of the U.S. Virgin Islands,” said Commissioner Boschulte, who addressed meeting planners, travel agents and media representatives at a travel industry luncheon in Dallas on Friday.

This summer the Territory also will welcome new flights (four days a week) from the New York tri-state area when JetBlue Airways begins service between Newark Liberty International Airport (EWR) and St. Thomas. The new service is a result of a new codeshare Northeast Alliance with American Airlines, which will see JetBlue add more than a dozen new markets in greater New York City.

It may only be possible to introduce a vaccine passports scheme once all adults have been offered a jab, Prime Minister Boris Johnson has suggested.

He said no decisions had been made but there would be an update on the idea in April. A review will report in June. He also said that there were difficult issues, moral complexities and ethical problems that need to be addressed. Any passport could also reflect a negative test result as well as whether someone was vaccinated or has immunity.

It comes as publicans cast doubt on a suggestion from Mr Johnson that pub-goers might have to prove their vaccination status when venues reopen. A government review into the possible use of coronavirus passports or status certificates to allow people to visit pubs and other venues is taking place under the plans to ease England's lockdown.

The Prime Minister said previous coronavirus infections could be a feature used if they are adopted. "There are three basic components.” He said. “There's the vaccine, there's your immunity you might have had after you've had Covid, and there's testing - they are three things that could work together."

He added: "No decisions have been taken at all. One thing I will make clear is none of this is obviously going to apply on April 12 when it will all be outdoors anyway.

"There are some people who for medical reasons can't get a vaccination, pregnant women can't get a vaccination at the moment, you've got to be careful about how you do this. You might only be able to implement a thorough-going vaccination passport scheme even if you wanted such a thing in the context of when absolutely everybody had been offered a vaccine."

In the Commons, Cabinet Office minister Michael Gove told MPs: "A system that relied purely on vaccination would not be appropriate - that what would be right was a system that ensured we could open up our economy to the maximum extent that takes into account both of vaccine status but also of recent test status and indeed potentially also antibody status as well." Under government plans to ease the lockdown in England, pubs will be able to start serving customers indoors - with a size limit applied to groups - from 17 May at the earliest.

The idea of asking pub-goers to show a so-called vaccine passport or certificate was raised at Wednesday's House of Commons Liaison Committee hearing when Boris Johnson was asked whether they were compatible with a free society such as ours. His reply came with him saying: “The concept should not be totally alien to us."

He pointed out that doctors already have to have hepatitis B jabs - although he stressed such a move in future may be up to individual publicans. A Downing Street source earlier said the review would include looking at how people's vaccination and testing status could be stored securely and displayed on a mobile phone, and the circumstances under which such a system could apply.

PM Johnson said: "All sorts of things were being considered and it is a bit premature to speculate on details about how a possible vaccine passport would apply to pubs”. Peter Marks, from nightclub owner Rekom UK, said: “A vaccine certificate could work in his industry and would probably be accepted by customers already used to carrying IDs to get into venues. However, he said he was concerned introducing such a measure could delay the reopening of businesses.

Shadow business secretary Ed Miliband said that Labour was happy to look at any government proposals for vaccine and testing certification, but he called for clarity for the hospitality industry about how the measures could work in practice.

He said the hospitality industry had been through difficult times over the last year, adding: "And suddenly the prime minister comes along, out of the blue, to say here's a new responsibility you're going to have to deal with, without much clarity."

Professor Avinash Persaud, the chairman of Barbados’ supra regulatory body, the Financial Services Commission (FSC), says the island continues its push for a healthy balance between strong regulation and increased efficiencies.

Persaud, an economist and prolific commentator on the financial sector, is the keynote speaker for the inaugural Barbados Risk & Insurance Management (BRIM) virtual conference, which is being hosted on March 24 and 25 by BIBA, the Association for Global Business. In a preview of his highly anticipated presentation, Prof. Persaud said Barbados is home to almost 300 captive insurance entities.

And, he notes, those in the international insurance sector are satisfied with the knowledge that the island is “a place where they will be well regulated”. According to the FSC chairman, it is “a very exciting time for the insurance sector”, as old models are being challenged on both the assets and liabilities sides by issues such as climate change and pandemics.

“There is a tremendous amount of opportunity as new technology allows you to reach new customers. We see new opportunities for assets like renewable energy ... and new types of instruments that can help insurers better manage their liabilities.” Describing the period as an “age of transition” for the insurance sector, Prof. Persaud said Barbados’ regulators were examining ways in which they could support the sector “in an appropriate and safe manner”.

Simultaneously, the regulator said the agency remained focused on its key roles of “protecting consumers and making sure the financial system was safe”. For captive insurance companies, improved FSC processes have reduced application times from 12 to four weeks, and efforts continue to reduce that period to a fortnight.

Barbados was recently removed from the European Union’s (EU) blacklist for tax purposes, following four months of vigorous arguments and actions led by the island’s Prime Minister, Mia Amor Mottley. The FSC has assembled a team of international and local experts to support the Barbados regulators in ensuring its reputation is untarnished.

In this connection, the FSC chairman said the administration was investing heavily in building out regulatory and enforcement agencies and creating new structures to
boost Barbados’ response capabilities and compliance. “We think we are going to be off these lists, and we are investing heavily in remaining off these lists,” he said, adding that the country was taking a long-term approach, anticipating international regulations that may be coming in the future.

Comfort Suites Paradise Island has announced the availability of free COVID-19 rapid antigen testing for all of its international guests who have plans for return travel to the United States. The popular all-suite hotel reopened to guests in December 2020 and has since taken stringent measures to ensure the safety, health and convenience of its guests.

The Bahamian government requires all visitors to take a rapid antigen COVID-19 test on the fifth day of their stay, and guests must produce a valid negative result. This second test follows the initial PCR test that is required no more than five days prior to each guest’s arrival in The Bahamas.

Additionally, the United States government requires travelers returning to the U.S. to likewise present a negative result from a rapid antigen COVID-19 test taken within three days of departure and presented at the airport. Visitors returning to the United States are permitted to use their Bahamian government-required, fifth-day rapid antigen test results to reenter the United States, once the traveler departs on his or her sixth, seventh or eighth day of stay.
