New research has revealed the most hostile Premier League fans, and Chelsea fans top the list with the most arrests per 10,000 supporters.
The study by TipMan Tips, analysed the latest Home Office police data from August 2024 to May 2025 and compared it to average attendances, to reveal the Premier League fans who have been arrested the most per capita. The findings show that across the Premier League, a total of 863 arrests were made during the 2024/2025 season, at an average rate of 10.8 per 10,000 fans
Chelsea supporters are the most hostile in the Premier League, as Blues supporters have an arrest rate of 19.2 per 10,000 fans, after 76 fans were arrested last season. The police also arrested 121 Manchester United fans over the course of the season, more than any other Premier League club.
However, when you take into account attendances, the Red Devils have 16.45 arrests per 10,000 supporters.

According to the study, Manchester City fans rank as the second most hostile supporters in the Premier League, with a total of 17.66 arrests per 10,000 fans. A total of 94 Citizens were arrested last season, the second most in the Premier League.
Close behind in third are Aston Villa, as the Villans have racked up 71 arrests over the 2024/2025 season, which is 16.93 per 10,000 fans. Manchester United fans were found to be the fourth most hostile supporters in the Premier League, with 16.45 arrests per 10,000 fans.
The Red Devils fans were the most arrested last season with 121 arrests. Rounding out the top five are Everton supporters, with 14.34 arrests per 10,000 fans in 24/25.
The least hostile Premier League supporters were found to be Brighton fans, as the Seagulls have seen just 4.12 fans arrested per 10,000 people. Ipswich (5.76) and Bournemouth (6.3) fans were also some of the best behaved in the Premier League, with Tottenham (6.67) and Arsenal (6.97) making up the bottom five for arrest rate.
As for the new Premier League clubs, Leeds saw 9.85 fans per 10,000 arrested, Burnley 8.49, enough to put both inside the top 10 if this occurred next season, and finally Sunderland, who were slightly better with 8.36 fans arrested per 10,000. Fraser Bricknell, Founder at TipMan Tips, commented on the study: “Chelsea fans topping the Premier League arrests per 10,000 fans is a striking statistic and one that I’m sure raises real concerns about matchday behaviour.
“The fact that six clubs alone make up such a significant portion of the total arrests shows that this isn’t an isolated issue, but one affecting some of the biggest fan bases in the country. Football thrives on passion, but that can’t come at the expense of safety or respect for the game.”
